Both Winzip and Stuffit can extract files from a .jar archive.

If you don't have these:

You have to 'unjar' the file ptviewer.jar. This can
be done using the Java tool "Jar" (free download from Sun or Apple) with the commandline Jar xf ptviewer.jar.
